NOM-017-STPS

Mexican Official Standard NOM-017-STPS-2008 "Selection, use, and handling of personal protective equipment in the workplace" — mandates that Mexican employers identify workplace hazards through risk assessment and provide appropriate PPE to all exposed workers at no cost. Key requirements: (1) Hazard identification — employer must analyze each work area and task to identify physical, chemical, biological, and ergonomic hazards. (2) PPE selection — based on the identified hazards, select PPE that provides adequate protection per applicable standards (NOM-113 for footwear, NOM-115 for hard hats, ASTM D120 for dielectric gloves, etc.). (3) Provision — employer must provide PPE free of charge and in sufficient quantity for all exposed workers. (4) Training — workers must be trained on: how to use PPE correctly, limitations of the PPE, proper inspection before use, maintenance and cleaning, and when to replace. (5) Maintenance and replacement — employer must ensure PPE is maintained in good condition and replaced when damaged or worn. (6) Records — documentation of hazard analysis, PPE selection basis, training, and distribution. Enforcement: STPS labor inspectors verify compliance; non-compliance results in fines. NOM-017 is the Mexican equivalent of OSHA 29 CFR 1910.132 (US general PPE requirements) and aligns with ILO Convention 155.
